Born on Moo Moo farm, Carter grew up liking to build things for the Pokemon rather than take care of them, often being a source of trouble for him. After building a great silo he was contracted by the city of Ecruteak to work on the Burned Tower.
Earning a reputation for his pristine work he was then contracted by a wealthy man in Vermillion City to work on his mansion. Without a second thought he agreed and sailed off on the S. S. Aqua where he met Hayzel and became infatuated. After a months time he had the other living with him and they were busy with restoring the mansion.
As the months went by they grew close to completion. Carter realizing this started to look for his next job. Hearing of the state that Holdharbor City was in, he decided it would be his next destination and that it would be a place that he would be able to continue to be with Hayzel.
Upon his arrival he established the Holdharbor restoration comity and began to help rebuild the western side of the town that had been run down do to gangs. With Hayzel at his side he was able to restore many of the historic buildings as well as rebuild an old school house. The couple was also responsible for running the gang members out of the town. For his heroism he was given the rank of Gym Leader for Holharbor West and given the light house so that he and Hayzel may establish a permanent residence.
