After Charlie was born, he was left at an Orphanage in Cerulean City. Do to his unique appearance, he grew up shunned by the other kids, and often picked on by bullies. When he was four and on a field trip to see the Ilex forest one of the bullies pushed him into the Slowpoke Well. After hours of wandering around alone, a Slowpoke came up to him and helped leave him to safety. When found by the adults, he refused to be separated from the Slowpoke. Noticing the bond he already formed with the Pokemon, Curtis, a local of the town, caught the Pokemon for the boy and sent the two back to safety.
For the next few years he grew up with Gong, the Slowpoke, at his side until he decided it was time for him to adventure out on his own.
For some reason he felt compelled to venture into Johto once more. As he made his way west, he encountered many Pokemon and caught a few Pokemon to accompany him on his journey. Once in Olivine, he found himself at the beach in the middle of the night. Unsure how he go there, he witnessed a great shooting star. Closing his eyes, he made a silent wish and followed to a Staryu. After finding it to be sick, he took it to a Pokemon Center. From that moment forward, he was unexplainably abel to communicate with Pokemon. His gift was first discovered by the Nurse joy who was baffled at how he was able to hold a conversation with Gong. Once he realized it, many people began to come to him for help. At first he was glad to be of help, but soon many people began to use his power, often taking advantage of him. Tired of the life, he moved north to the Kiboun Reigon. Finding a quiet town he settled in.
One morning a heard of Giraffridge were found all over town. Not wanting to hurt the Pokemon, the villagers began to find ways to get rid of them. Unsuccessful, Charlie stepped in and talked to one of them. Apparently they were run off their territory when the new Safari Zone was built and had no where else to go. Being a negotiator between the towns people and the heard. Able to make a compromise where the Girafridge could come through the town as along as they wouldn't get in the way of business or take things from people's yards, or stalls. Amazed at the boys talents, the people gave him status as a Gym Leader. Since then, he has lived peacefully in the village and hands out the Fortune Badge.
